    Internet sa Barangay Project

    RATIONALE

    The Victory Free WiFi initiative is a provincial broadband project spearheaded by the project-oriented Governor Victor J. Yu and the spirited Congresswoman Deputy Speaker Divina Grace C. Yu. Their joint effort aims to emphasize the government’s goal of providing free internet access, even in remote communities.

    The project was initiated during the COVID-19 pandemic, during which internet access became a necessary tool for continuing government plans, programs, and activities. The education sector also implemented a distance learning system to comply with pandemic regulations.

    Launched on April 1, 2020, by the Communication and Information Services Office (CISO) with collaborative support from the DICT provincial office, the project is currently operational and progressing to phase 2. Phase 2 prioritizes installations in public schools.

    DESCRIPTION

    The project, known as Victory FREE WiFi, has a province-wide scope, serving 600+ barangays and approximately 60,000 users. The general public has access to this network, allowing them to connect to other networks and the Internet.

    The network data center, management, and control are located at the provincial capitol building. The infrastructure primarily relies on wireless technology, utilizing the 2.4GHz and 5GHz bands for communication across bridges, base stations, and access points.

    WORK PLAN

    Implementation duration shall be in 60 calendar days upon approval. Activities are the following:

    • Acquire a Leased Line Agreement from ISP on the negotiated bandwidth.
    • Site Surveys and Inventory of existing tower (Previously Barangay Telephone System)
    • Procuring Materials and Equipment.
    • The hiring of Workforce (Human Resources).
    • Training / Workshop on Network Installation.
    • Configuration - Equipment IP Pairing and Testing.
    • Onsite Installation - Router Bridges, Base Stations, CPEs, Access Points, and Extenders.
    • Dry Run - Network Management, Testing, and Fine Tuning.
    • Launching - Project Launching, MOA Signing, and Turn-Over to Stakeholders.
    • Creation of Project Maintenance Team.

    MANPOWER

    1. Technical Working Group
    • 1 Project Manager - Provides Logistics Support and Over-All project coordinator.
    • 1 Programmer for Network Management – Monitors, Manage Network Links and Status.
    • 1 Project Monitoring Statistics and Analysis
    1. Technicians / Installers
    • 6 Team Leaders for Net Plans & Deployment - Conduct Site Surveys and Supervise Installations.
    • 24 IT / Electrician / Rigger - Assist the Team Leader for Installation.
    • 6 Dispatch Drivers - Equipment and Personnel Transporter
    1. Project Monitoring
    • Project Maintenance Team (Team Backbone)
    • Clustered Barangay Facilitator (CBF) serves as an integral part of a project maintenance team.

    PROJECT SITES

    Project Sites are located in the province of Zamboanga del Sur. Sites include the Data Center located at the Provincial Capitol Building, the Central Base Station at Mt. Palpalan, then 27 municipalities with two (2) or more Municipal Base Stations and 600 more or less Barangay Access Points and 300+ AP Extenders.     MONITORING

    Network Infrastructure shall be monitored remotely through the Ubiquiti Network Management System (UNMS) by any or an authorized member of the Project Maintenance Team with CBF functioning as an onsite correspondent for efficient system repair and maintenance.
